Norway is **not an EU member** , so a customs procedure is required — **but origin verification is not** , because Norway is an EEA member state and a vehicle with Norwegian papers registered there can be registered as an EEA vehicle. That is the biggest relief compared with Swiss or British cases. The document is the **vognkort** , split into del 1 and del 2. Many **electric cars** arrive from Norway: for electric vehicles the registration-tax base is 0 — but duty and import VAT apply to electric cars too.

- **NO ORIGIN VERIFICATION** — EEA member state — A vehicle with Norwegian papers can be registered as an EEA vehicle.
- **CUSTOMS PROCEDURE** — Outside the EU customs territory — Customs duty and import VAT apply despite EEA membership.

## Is customs duty payable?

**Yes.** Norway is an EEA member but not EU customs territory, so a customs procedure is required. In a dutiable case the burden is 39.7% (duty and VAT together). The 10% duty rate is not automatic, though: with proven preferential origin, a reduced rate — even 0% — may apply. Registration tax and duty arise on top.

People typically bring electric cars home from Norway. For an electric car the base of the registration tax is 0 Ft — **but duty and import VAT are payable on an electric car too** . Norwegian prices are low because the tax system there is different; on the import side that is no advantage.

## How much does it cost to register a car from Norway?

For an average 90 kW, five-year-old passenger car the **basic official cost** **150,000 – 210,000 Ft** , depending on whether there is a valid foreign inspection.

## Customs

For this country the registration fee alone is not the whole picture, because it does not include the customs procedure. In a dutiable case the burden is **39.7%** (customs duty and VAT together). The fee for the customs procedure depends on the details of the case; we can go through it precisely by phone.

With Norway there is **no origin verification** , because Norway is an EEA member state — so exactly the step that adds 30–60 days to Swiss or British cases is skipped. This should not be confused with customs origin: for the reduced duty rate, origin must still be documented.

## Standard import — if not a returning resident

When importing a Norwegian car, most cases are ordinary imports: the vehicle is not linked to a change of residence, so both **duty** and **import VAT** arise. What to reckon with in a Norwegian case:

- the Norwegian purchase price
- transport to Hungary
- customs duty, if payable — as a rule 10%
- import VAT — 27%
- the fee for the customs procedure
- the official fees of Hungarian registration and licensing
- registration tax, if payable

In a simplified example, duty and VAT together come to a burden of around 39.7% — but that is an example, not a fixed figure: origin, customs value and the costs included in the VAT base all affect it.

## The 10% duty is not automatic in every case

The 10% duty rate is the main rule but is not set in stone. If the vehicle’s **preferential origin** is proven by the right document, a reduced rate — even 0% — may apply.

Important: origin is a customs concept. A car bought in Norway is not thereby of Norwegian origin — for the reduced rate, origin must be documented.

## Customs duty and import VAT apply to electric cars too

Electric cars are strikingly cheap in Norway. So almost everyone hopes the import will be cheap too. **It is not.**

Norwegian prices are low because the tax system and the local incentive scheme there are different. On the Hungarian import side that means no relief whatsoever: **duty and import VAT are payable on an electric car too** , just as on a petrol or diesel vehicle.

What really is favourable: **the base of the registration tax for a pure electric vehicle is 0 Ft** , and it also gets a green plate. That is a genuine saving on the Hungarian side — but alongside duty and VAT, not instead of them.

The most common Norwegian misconception “Electric cars are cheap in Norway, so importing one will be cheap too.” Duty and import VAT are calculated from the customs value, whether or not the vehicle is electric. The low Norwegian price lowers the starting point, not the percentages.

## Hungarian registration — as an EEA vehicle

Norway is a member of the **European Economic Area** (EEA). A vehicle with Norwegian papers and registered in Norway can therefore be registered in the Hungarian procedure **as an EEA vehicle** .

The practical significance is that the detour familiar from third-country vehicles is unnecessary: there is no need to register first in another EU member state, and no separate official origin verification is required.

## No separate origin verification is required

In Swiss or British cases official origin verification means a wait of **30–60 nap** and an official fee of **14.715 Ft** . With Norway this step is skipped — thanks to EEA membership.

Not to be confused with customs origin Even where no official origin verification is required, **customs origin** must still be documented to get the reduced duty rate. Two separate things: one belongs to the registration procedure, the other to the customs procedure.

## Which documents are required

- **Vognkort del 1** — the Norwegian registration certificate
- **Vognkort del 2** — the section proving ownership
- sales contract or original invoice
- proof of payment supporting the customs value
- CoC, if available
- the owner’s personal documents; for a company, a company extract and specimen signature

Del 1 is kept in the car, del 2 with the owner — the customs procedure needs both plus the original contract; copies will not start it.

## There is no general Euro 6b lower limit

For a Norwegian vehicle there is no general rule that only vehicles from a given emission class may be imported. An older, lower-class vehicle can come too.

The classification matters on the **registration tax** and Hungarian classification side — and there it matters a lot.

## It is not only passenger cars that can be registered

Motorcycles, motorhomes, caravans, trailers and semi-trailers can also be imported from Norway. The same logic applies to all of them: duty, import VAT, Hungarian registration — without origin verification.

It does not apply to trucks or commercial transport equipment The returning-resident duty exemption applies to personal property. It is not available for commercial means of transport — and what counts is not the vehicle’s everyday name but its **purpose, design and use** . For dual-purpose vehicles also used for commercial or professional purposes, the import VAT exemption may likewise be ruled out.

## Is a technical modification needed?

**Usually not.** Vehicles registered in Norway are European versions: left-hand drive, km/h dial, European lighting. So Hungarian registration generally requires no technical conversion.

There is one exception: if the vehicle was originally **imported from the USA** into that country, the specification of that particular example must be checked separately. What matters then is not where it reaches us from, but which market it was built for.

## Returning resident from Norway

Anyone moving home from Norway may, under certain conditions, import their own vehicle free of duty and VAT. This is a separate track from normal import — different conditions, different documents.

As a returning resident, free of customs duty and VAT Anyone moving home from outside the EU customs territory may, under certain conditions, import their own vehicle free of duty and VAT. Four separate conditions, three separate periods — and they must never be conflated:

- at least 12 months of continuous normal residence outside the EU customs territory
- the vehicle was in your possession AND use for at least 6 months at the previous residence
- the import within 12 months of transferring normal residence
- a vehicle released into free circulation duty-free cannot be transferred for 12 months
- it does not apply to trucks or commercial transport equipment

12-month transfer restriction A vehicle released duty-free into free circulation may not, for **12 months** . If you sell, lend, rent out or pledge it during that time, the duty and VAT become payable retrospectively.

**Why is customs clearance needed if Norway is in the EEA?**

Because EEA membership is not a customs union: Norway is not EU customs territory, so importing the vehicle falls under a customs procedure. Origin verification, on the other hand, is dropped precisely because of EEA membership.

**Does a Norwegian car need origin verification?**
