The document is the **Свідоцтво про реєстрацію транспортного засобу** (техпаспорт), which also proves ownership. In a dutiable case the burden is 39.7% (duty and VAT together). Registration tax and duty arise on top. If the vehicle is originally a US version, the procedure takes an individual course: there is no CoC for it and technical compliance has to be proven separately.
