What to watch out for when importing a Romanian car
Romania is an EU member; there is no customs procedure. The Cartea de identitate a vehiculului (CIV) is the equivalent of the title, the Certificat de înmatriculare of the registration certificate. The two are often confused — registration needs both in original.

Is customs duty payable?
No. Romania is an EU member, so there is no customs procedure. Registration tax and transfer duty are still payable, though.
The data on the CIV and the Certificat de înmatriculare must match the bilingual sales contract exactly — if they differ, the registry office may send the case back.
How much does it cost to register a car from Romania?
For an average 90 kW, five-year-old passenger car the basic official cost 150,000 – 210,000 Ft , depending on whether there is a valid foreign inspection.

What is the difference between the CIV and the Certificat de înmatriculare?
The Certificat de înmatriculare is the equivalent of the registration certificate, the CIV (Cartea de identitate a vehiculului) of the vehicle title. Registration needs both in the original.
Is an ITP certificate needed?
Yes — if it is valid and provable, the registration procedure is enough. If not, an individual approval is needed.
How long does registering a Romanian car take?

Is a CoC needed for a Romanian car?
In most cases no, if the Certificat de înmatriculare contains the necessary data. For electric and hybrid vehicles, yes.
